Wondering how to evict a tenant

The renter living there never maintains the yard with long grass and potentially rats in there. There are holes in fence so two pit bull dogs are always running loose around the neighborhood. Several neighbors have talked to him about the dog situation and nothing has changed. The property isn't registered by the owners who live on the east side , at least I couldn't verify it when I looked it up today. It has been a run down rental for years!

Complainant moved into this rental house on August 1st and it wasn't move-in ready. There was exposed electrical wiring in the living room, and the house was filthy. There were toys and garbage scattered all over the place. Complainant is trying to get her deposit back and move out.

No heat/no water. Tenant has been living at the house since mid-December and had an arrangement with the landlord to work on the house in exchange for rent. The landlord has been promising heat/water for the past 2 months. The heat is gas, and there is no gas plumbed to the house, lines are cut on the hot water heater, and the plumbing is old galvanized pipes that are corroded. Holes in walls, extensive moisture damage.
