415 11th Ave E is currently doing major changes to the outside area that surrounds the house on the property.  These changes have caused "earth disturbances" (ground excavation) which encroaches on the property at 417 11th Ave E.415 has built an Iron Fence which is 19" inches over the property line onto 417 11th Ave E's property. This is a Construction Noise complaint.  There has been building and construction going on at this property, 415 11th Ave E, starting at 7PM and ending at 4:30 AM.  Yes, there has been building going on in the middle of the night for more than 2 weeks, this includes noise from Sawzels, hammers, jack hammers, etc.
