the building next door installed an HVAC machine and the fan outside the building is creating a constant and excessive noise. I live in a cluster of apartments with the courtyard in the middle. The HVAC is mounted on one of those buildings. My bedroom and living room windows are facing the courtyard so i hear EVERYTHING. It is a constant droning and it feels like I'm going crazy.
