About 6 yrs ago he had ankle deep black water flood his unit; the landlord only wet vac'd it, and told him to turn up his heat for a few days. He's been having issues with mold, the carpet is rotten and walls are moldy. Recently, there was a washer leaking from the laundry room causing more dampness. (I gave him the phone number for PSCAA)
