Alerted tenants and landlord that tenants not paying for garbage and instead piling it up next to fence on 4217 34th Avenue South. Landlord removed weeks of garbage but left open waste. Rats and smell coming onto neighbors as a result. Tenants also throwing garbage into their front garden.
