The owner started construction on the site with no permit. They tore off the back porches to all unit which left only the front door to escape in case of fire. The contractor blocked off access to escape out of the back doors in case of fire by boarding up the back doors, then dug up holes and cement next to oil tanks, then dumped the debris in the neighbors lot after removing boards from a fence between the two lots. The contractor then replaced the boards once completed, to look as though
