Sign is on 24hrs a day. It was their understanding the sign would be shut off at a particular time each night. Is this a violation?

per online: About a week ago, they put up a very large, very bright new peace symbol sign at the top of their building. I would like to find out if this was permitted by the City of Seattle. Also, I would like the brightness measured to make sure it's within code, because the glow at night is off the charts.
