Caller is a tenant in a basement 3 br unit where the landlord started major remodeling without permits. Presently, there is a lock but no door handle so could get in with tools. There is no kitchen sink. The smoke detectors were removed, a roommate replaced and the contractors removed again. Living in unsafe construction zone.(Previous SR 54936 closed because roommate moved out, but same issues; separate SR for construction without permits)
