The neighbor has completed a remodel and dumped approximately 6 feet of uncompacted rock fill over the property line. My sister house (7537 44th AVE S Seattle, WA 98118) primary water service line, which was originally code-compliant at 2 foot underground, is now trapped 6 feet deep beneath this heavy rock fill. This creates a severe crushing hazard for the pipe and entirely blocks my legal maintenance access to my water supply
