Per online complaint: "The address I've named is a rental house in a hard working Magnolia neighborhood. The owner has been consistently absent, and without any rules or accountability from his tenants. The grass in the front yard, adjacent to the city's sidewalk is now 2-3 feet tall, obstructing sidewalk, out of control."
