Exterior 2nd floor access (the only access to 2nd floor apartments) filled with so many plants from one tenant that it is difficult to walk by. The owner doesn't care and now the tenant with a green thumb is beginning to fill the stairway with plants. Several tenants are upset about this.**COMPLAINANT FEARS RETALIATION FROM OWNER & says you can see this when you drive up to the building***
