I was hoping one of you could give me some guidance or assistance before I file a noise complaint. My home is located to the northwest of a multi-family apartment building located at 4459 Fremont Ave N (see parcel outlines below - the apartment building is located within the shaded border). Bedroom windows on 4th floor boarded up and covered with visqueen - now egress permanently blocked for tenants. Work under Permit 6132529.Originally the windows were loosely boarded but now the boards are nailed on tight.Caller is not a tenant but very concerned about tenants and possible retaliation against tenants.
