From SDOTRetaining wall supported by soil over the sidewalk, this condition is preventing SDOT from repairing sidewalk adjacent to it. SDOT structural engineer (Ainalem Molla) and geo tech engineer (Steve Hou) have instructed us to not remove the soil on the sidewalk side of the wall to repair the sidewalk, so we can't proceed with sidewalk repairs. Wall needs to be enforced and fixed.
