Tenant signed a lease to move into unit 11/29/2025. Then that changed, tenant was supposed to sign a new lease. Still hasn't moved in Mgmt. not responding. Don't have the keys, what are rights?

My lease ended at Ivy Ridge Apartments (4730 21st AVE NE, Seattle, WA 98105) on 8/31/2024, although both my roommate and I physically moved out and returned keys prior to this date. Tenant provided her own renters insurance. However, she is being charged a renters insurance fee on statement. Asked them to remove charge, which they have a few times, but not consistently. She has not been reimbursed for this $25 a month charge, and landlord refuses to provide anything in writing confirming reimbursement. Requesting tenant rights.
