My home is located at 4739 5th Ave NW Seattle. Based on research performed by my plumber, Bob Oates Plumbing, I discovered that my neighbor to the South (4733 5th Ave NE, Seattle) installed a 4" pipe sleeve inside an existing 6" side sewer pipe. We believe they performed this work without a permit. My house, and the two houses to the North of my house, all flow through this neighbor's 6" side sewer that is now a 4" pipe. As part of my neighbors work to install the 4" sleeve they blocked

Probable illegal unit in basement. Complainant is a former tenant who does not have access, but wanted to make complaint because friend said it is re-rented (was advised that inspector may not gain access to verify)
