The owner is tearing down the basement wall and the tenant wants an inspection to see if it contains any asbestos. She says there's a "funny" smell coming up thru her vent. The tenant is also not happy with the way owner handles the heating situation. There is an oil heater in the building and the owner always lets the tank get empty before having it filled again. This causes a day or two overlap without heat for the tenant(s).
