Per CSB: Customer has resided in this building for 30 years. New Management is attempting to implement a Ratio Utility Billing System (RUBS) and feels it is illegal. In addition to a 10% rent increase they are now going to divide water/sewer/gas between the tenants. It's variable and not transparent. Could be between $20 - $300 extra per month. Unmetered. Per Online; A resident of the Davison Apartments who lives in an upper floor apartment has been periodically dumping his garbage out of his window, to the alley below. Although there are garbage bins in the alley, his dumping results in garbage all over the alley below and broken glass. His window is on the top floor in the northwest corner of the building, faces west, looking out across the alley towards the HUB U-District apartments.

The construction crew working across the street at the SW corner of 15th Ave NE and 50th Street began running their excavator just after 6:00 a.m. on Monday 3/1/2021. They were also running a sledge hammer on the concrete truck in the video.
