caller states that he is aware that the owner is digging out the basement and creating a useable space without permits. Construction is visible from the alley and there are couple of dozen of bags of dirt and he is building forms.Someone came for coaching on 7/19/13, but there is no permit. Coaching notes state:Due to lowering of basement slab, project will require plan review. Applicant to fill out PAF and gave applicant 5 step process
