Caller has lived in building for 4 years and the outside steps have been a problem. Caller says there is dry rot and that one set of stairs leading to the apartment above her is being propped up with a 2x4. The owner is aware of this and has replaced some of the steps one at a stime and has plugged some of the steps with some kind of substance. The caller's refrigerator has not been working properly for a year. The handle and some shelves are broken and the thermostat does not work properly. Th
