Rent increase notice from landlord 07/05 and the address on the notice is incorrect. Seattle City Light bill is usually only $15. Rent controlled building, was 700 and effective 01/01/2024 rent will be 728 due to utility allowance. Caller states that they have never had rent increase and no utility allowance is ever been given. Caller also states they don't feel safe due to other tenants possibly using drugs, caller wants to know their rights as a tenant. Caller states that there are many issue
