Above ground bio-retention planters have been constructed on east side of building abutting the alley, impeding turning radius for vehicles entering garage in neighbor building.Building plans for 516 Bellevue received by Seattle DPD dated June 26, 2015 clearly show bio retention planters will be located on west side of building away from the alley.
