Neighbor's yard is emitting a strong, smelly, and unpleasant odor. It's certain there is excessive animal waste mixing with other garbage in the backyard. There are 4 dogs at the residence and stays in the yard most of the the time. It's worst on hot summer days. It's a code violation and an poor air quality. It's an environmental health hazard.
