Brother of owner does the plumbing--states he is unlicensed and lives illegally on top property of a multi unit home/duplex.States initial plumber visit was not owner's brother and advised complainant that plumbing back ups were coming from other unit

Also, possibly running some type of business new cars parked on property. Brother does the plumbing he is unlicensed, lives on top property of a multi unit home/duplex
