The construction crew is using loud tools before the allowed time of 8am. I am quite literally unable to sleep at all throughout the week due to this and have been woken up multiple times by the noise. Can they not start later?

I have not had cold water since 9/19. The cold water tap was coming out around 82 degrees. This week it got worse and the cold water tap now comes out at 116 degrees. I cannot shower or do basic hygiene. Plumbers have been to the property but are saying there are no issues. I have video/photo evidence
