I was supposed to be receiving PUD bills from the owner for the past 2 1/2 yrs. I never received any bills, then on 10/28/2019 I received a bill for $4000.00. If I haven't been notified of the charges, can they legally expect me to pay 2 1/2 yrs of charges?
