Need help understanding why the landlord deducted a charge from my son's security deposit for scratches to the screens, when there was a $400.00 pet deposit on record.

My son received an email last night notifying him of a $200 rent increase, effective April 1st. Landlord has been intimidating my son and trying to get him to move out. He is also trying to make him pay a portion of a plumbing bill.
