per online complaint: Property owner is illegally draining water onto public sidewalk (south side of property, adjacent to P-Patch). During the winter months, this causes ice to accumulate, making the sidewalk dangerous for pedestrians. It looks like some sort of landscape drainage, or maybe even gutter drainage.
