Complainant moved out and owner has yet to return security deposit, it's been 22days. They came to an agreement on terminating lease on 9/22 because the tenants rights were never given. They also agree on an amount, owner is saying the only way they will give the money is if complainant signs a agreement that there were no issues in the home.
