The second story bedroom facing the street has windows that are ground level in the bedroom and open fully. There is nothing to protect from a fall. Looking over (https://mybuildingpermit.com/sites/default/files/TS_23_Window_Fall_Protection-2021_Final.pdf) it completely violates what is said there and should probably be looked into.
