Powerful machinery and equipments penetrate the drywall, floor, and ceiling, causing great harm and making my apartment unfit for human habitation.

I have a problem with my rental housing not meeting mechanical standards for stable electricity. I have a serious medical condition that requires a CPAP machine. But there's not enough power in all the outlets, with too little amps (0.012) and watts (0.1) for the CPAP to operate properly. Power factor is only O.25. The Hilite Apartments building has a loud garage door that screeches and groans over the past 2+ months. I have contacted them twice via email and once via phone to address it, receiving placating promises to address it. Residents understandably need to use the garage at all hours of the night, so the door screams all night.
