Carl (last name unknown, assumed the owner of the property or at least the manager /landlord )has performed a complete bathroom tear down and remodel without permit. as well as plumbing the entire house without a permit or inspection. modifying the sewer line without permit. he used unlicensed fly by night contractors for all of this work.
