Just started to get charged for utilities. Tenant is wondering how they bill him for his utilities when he doesn't have a meter. Also charging for parking.

HBMC violations - tenant previously attempted to fix plumbing issues in the unit, which resulted in damage (water damage and mold growth throughout). MGMT has been continually making repairs, thus making a large majority of the unit unusable and unsafe for tenant (no kitchen appliances, exposure to asbestos and chemicals, etc). Furthermore, tenant claims that the substantial rehabilition/remodeling effort should require permit and inspection (structural alteraltions, plumbing, electrical, etc.)
