Complaint: Noise

I am writing to report noise problems. I live in the Georgetown neighborhood and there are several sets of train tracks that run nearby. The trains have very loud horns that they use very late and for long periods of time. This happens almost every night between the hours of 9PM - 2AM. We live only a few blocks away from these very loud noise sources and it is very disruptive to sleep. Could we place enforce that the trains not blare the horns after 10PM?
