The electricity and water was shut off about 10am on 2.2.09. NOTE: The tenant stated that Jasper Brooks (the property manager, 206.387.5827) is responsible for paying the electricity and water bill. The tenant stated Jasper Brooks told him that they would have to move out of the property, because he could not afford to pay the balance. The tenant stated there are 4 bedrooms, each rented to a different person, and that utilities are included as part of the monthly rent paid to Jasper. The
