Complaint: Noise

"Per online complaint" There is currently a loud, pulsing, humming noise that sounds as if it is coming from the north, perhaps from the naval base at Whidbey Island. I was sleeping on our balcony and it was loud enough to wake me up. It began at about 1:00am and was very strong at first, now quieter after 25 minutes.
