PER CSB: Tons of garbage in front yard, spilling onto sidewalk and into street. Rats. Has been a problem for over a year. The lady walks around the neighborhood and collects trash from other people's garbage cans and brings it back to her pile. Lots of rats. The news even did a story on this mountain of garbage. This is a public health risk.
