The HUD Handbook 4350.3 the Handbook is divided into topics by chapter. For each chapter,the Congressional Federal Register authority legal citation is listed providing a legal basis (andpermission?) for what is presented in the Handbook Section. For example, Chapter 6 is entitledLease Requirement and Leasing Activities. But alarmingly from the original Handbook onwardthere are no authority citations for Section Leases and Lease Attachments. POTA: Bad housekeeping practices - said 3 payments weren't made when they were. Currently in contention with property management about these rent payments. 2 of them are for pet rent. Looking to know his rights for the tenant. Management said they gave him a rebate which never happened. Receipt given 5 days after payment - is that legal? Want to know rights as tenant.Housing: Improper water pressure, water turning brown. Tenant thinks intercom misuse is a fire hazard.
