Inadequate lighting over the exterior entrance doors and over the carport at apartment building. Owner negligent in replacing burned out lights. Also, inop volkswagon vanagon stuffed with boxes and junk located in the west side parking lot. Van has at least 2 flat (or low) tires, license plate #134 MOR.
