tenant moved in to unit last year, there have been cockroach issues since he moved in. Issues with water heater were fixed by tenant paying for them, also reports mold issues. He did not pay rent and stated to landlord that he would not do so until the issues were fixed. However landlord posted a 14 day eviction notice on 07/06. Would like guidance on his rights as tenant and if this is being done legally.
