Side sewer work w/o permit. Complainant states the owner replaced the side sewer line from the basement to the street. The work was done two years ago, and a new clean out installed in Jan. of 2011. The new clean out, which he can point out to the inspector, is on the complainant's property. Inspector has permission to view from his property.
