Per Online; Refrigerator not working, cuts off ion it's own. Electricianchanged the panel, the refrigerator was replaced, still cutting off. The electriciansays there was probably a wiring issue. I suggestedI could move to another unit at the same rental rate, no response from management. I'm afraid there could be an electrical fire if not resolved. What are my rights?

Per Online; This address is the site of a new apartment building that is being constructed. Noise-producing construction work at this site frequently begins well before 7 AM, sometimes as early as 5:30 AM. For example, on 3/29/21 between 5:30 AM and 6 AM there was noise from heavy machinery, hammering/pounding, construction vehicles reversing producing loud warning noise, among others.
