Tenant has been living in unit for 7rs. Had a rent increase earlier this year April, then received another one. Is that legal to receive two notices in less than a year? What are rights?

Landlord deducted from security deposit for post move-out smoke alarm inspection and for cleaning fees despite stating if I provided a receipt for a professional cleaner I would not be charged the cleaning fee, which I did. Throughout the tenancy the unit had a decaying fence they refused to repair causing a hazard to the extent I could not utilize the back of the property, as well as a leak from the above unit which they never fixed.

The new management company does not provide the tenants with a digital copy of the utilities bills since taking over.I emailed the property manger about it, he asked for a proof that the previous management company was providing us with a digital copy of the bill. I sent it over, but never heard back from him. I called, left voicemails and emailed, but no respond from him.

I haven't had hot water since Saturday 1/13/24.I put in a request online, and called the emergency line for my management company with no response.The landlord lives in apt 10, he's aware of this issue.I have called Monday 1/15/24, and sent emailes to the management company manager. The plumbing company has no work order for my apartment.I have lived here for 5 years, historically the water pressure has been low, especially hot water. I complained, but it never gets fixed.
