PER CSB: Homeowner has accumulated several broken down cars and is now operating a repair shop in his front yard. Broken glass, discarded metal parts, and people coming and going ahead all hours of the day to get the car fixed. Property has become a severe nuisance for the children walking to school in the morning a block away, and for others living on the street..
