i CAN'T FIND THE NUMBER OF THE HOUSE IN QUESTION . iT IS BETWEEN 8818 AND 8830 Wallingford Ave ,Seattle 98103 . There is a black weed tarp liner taking up most of the sidewalk with debris on the top. I dont think a wheelchair could pass by as it would get caught up in the tarp and debris. The sidewalk should be free so people can use it without tripping over all the material.
