The 8823 building has four townhouses in it. There are two sidewalks that lead to main doors of these units (one sidewalk next to unit A and another next unit D (corner units).The main doors of these units are on the back of the building so open access is needed. Unit 8823A illegally fenced over the sidewalk on their side of the building. One end of the fence is a door and the other completely is fenced, blocking the access to the rest of the unit's main doors. All other units h
