Mold in bedroom and bathroom due to a leak. Wood rot found when wall opened. The building is not safe, there are transients and squatters inside, lying in from of tenant apartments. Management has not addressed these issues. What are my rights?

Pipes rupturing caused a flood in tenants' bedroom and surrounding areas, and damage to her belongiings.Tenant does not know who the property manager is, therefore, it took a length of time to reach someone in management to report the issue too. As well she called the fire department because she did not know where the intrusion of water was coming from. Water was coming from light fixtures above and the ceiling.
