Every morning Monday - Friday and sometimes on the weekend as early at 4:30am the construction noise starts at the new building at 9th and Stewart in downtown. Is this per code? I live 1/2 a block away and in my complex is over 250 units that have to put up with this. The Aspira apartments are only a few feet away from the site and it is a building of the same size. That's a LOT of people being woke up very early in the morning.
