Tenant moved out but was charged a cleaning and carpet cleaning fee prior to Owner knowing if there was any damage or if unit was dirty. Tenant cleaned unit prior to moving. What are rights?

I was walking South along Dexter on the West side, when I passed by the area of the sidewalk where Union SLU starts (just passed the Meta building), both my eyes simultaneously got some kind of debris in them and I had to blink and close my eyes. I heard drilling from above and there were several garbage bags out on the sidewalk with gray dust on them. I believe some work was being done but could not visually see workers or equipment other than the garbage bags.

Only 140 day notice was given for rent increase. Rent increase for 12 month lease to take effect on Sept. 8th, which is when current 6 month lease ends. Originally the price listed for 12 month lease on apartment was listed at $1837 per month back in march, now the 12 month lease on same apartment that takes place next month is $2300.

Per Online; My safety when walking from Dexter via Mercer to QFC due to the homeless encampment that has taken over almost a full city block right in the backyard of the Bill & Melinda Gates Foundation. Very scary!!
