Tenant received a notice that Landlord is at fault on Mortgage and if 2million isn't paid by January 31st bank will take over. Tenant was/is unaware of any non payments by Landlord. Tenant has been paying rent entire time but failed to pay this month due to recent notice. Can they put her out like this, what are rights?

Rat infestation; rats running all around the house. There are holes that have been made by all the rats everywhere including her childrens rooms. They are all in the kitchen on the stove afraid to cook in the kitchen. This landlord is in abatement with Section 8 and has failed two inspections one on 3/17/10 & 4/12/10. Complainant has very small children.
