There is a neighbor in this complex who is up late every night ( currently 1:04 am) ( has been during the 1100 hour as well as 1200 hour) laughing and speaking very loudly with his TV volume turned up. This happens repeatedly each night. He is loud enough that it can be heard through ear plugs. Neighbors in both 9243 and 9245 neighboring residences have asked the individual to please quiet down while others are sleeping but the current person refuses. We are unsure of the name
